There is no doubt that Honore de Balzacs Pere Goriot tells a sad tale, almost to the point of being tragic, but it is no tragedy. Too often are stories with sad endings end up being labeled as tragedies because of nescience. The rules that define a tragedy are extremely specific, and Pere Goriot does not fit enough of them. First of all it is imperative to mention that this book is part of Balzacs Comedie Humaine, or the Human Comedy. The origional intent of this novel was to show the folly of humanity. It is little more than documentation of what people are like. Pere Goriot was never meant to be a tragedy. It is true that there is no one definition of tragedy. The concept has been defined and redefined multiple times over the years by countless literary critics, but there are two descriptions that are held above others. The first and foremost comes from Aristotle. In the fifth century Aristotle became the father of literary criticism by writing his poetics. In them, he wrote the first complete definition of tragedy. For centuries, Aristotles definition of tragedy had been accepted as unalterable fact. Only in the past hundred years have Aristotles ideas been challenged. Arthur Miller is most famous for his re-writing of the definition of tragedy in various essays and plays. It has long been argued which definition is correct, but for the purposes of this argument both will be analysed. Any search for the meaning of a word should begin with the dictionary. The Oxford dictionary describes tragedy as merely, drama of elevated theme and diction and with unhappy ending; sad event, serious a ccident, calamity. Going through each of these components one by one, we will find that Pere Goriot applies to too few of them to be considered a tradegy. In Balzacs writing, there can always be found elevated theme and diction, but those two factors do not make a tragedy by themselves. They may be present in any genre. It is also true that the ending is an unhappy one, but the entire novel is fairly unhappy. Besides, despite Goriots death a the closing of the book being a bit depressing for the reader, Goriot himself is the most delighted hes been throughout the entire novel. In believing that his daughters are with him at his deathbed he is happy, so even though it is not a joyous ending to the story, it is a joyous end for the protagonist. Also, Eugene de Rastignacs show of strength in the last paragraph changes the feeling of the ending. His challenge to the city, Henceforth there is a war between us, is not one derived from pity or mourning. All emotion at the very end is shifted from sadness to a sense of animosity and revenge, so even though majority of the ending is despondant, the reader is left with an entirely different feeling when finished with the novel. Yes, the book does contain sad events, but again, that alone does not make it a tragedy. Sad events are present in every story, or at least every story worth telling. However, the novel is devoid of both serious action and calamity, and is fairly calm all of the way through. So, Pere Goriot barely even has the qualities of this meager dictionary definition. In his poetics, Aristotle explained that in a tragic play the protagonist, or tragic hero, must start off at an elevated status, and through some tragic flaw of his own, must come to a downfall before the end of the story, and most importantly the protagonists fall must arouse pity and fear, where with to accomplish its catharsis. The rising action, climax and denoument are very important in this form of story-telling because the stark contrast of the first half to the second half helps to create the feelings of pity and fear that Aristotle requires. Although the poetics are often thought of as the end-all be-all in defining trage dy, they were written after the last of the great fifth century plays, examples were taken from several plays, but the book was mainly based on Sophocles Oedipus Rex. He was quite content with his lot in life before he started giving all of his money away to his daughters . There was no selfish reason for him to do it. He had acted only out of love for his daughters. The novel does not evoke any feelings of love for humanity, nor does it reinforce any positive opinions of humanity. Miller states that tragedy implies more optimism and if so, Pere Goriot is no tragedy. There is no sense of hope in this book, if there ever was the characters have proven to be beyond all hope. Having been shunned from it too many times, Balzac could not have been optimistic on the subject of french high society. So, there we have it. A piece of writing cannot be a tragedy unless it applies to the rules of tragedy. Out of the definitions given by the Oxford dictionary, Aristotle and Arthur Miller, Pere Goriot has applied to none, therefore it is not, and can never be a tragedy.

Through this law professionals are granted civil and criminal immunity but there are also specific penalties for failure to report. It is hard to get accurate data on the true severity of child abuse for two reasons; the failure of citizens and professionals to report suspected cases and the reluctance of abused children to talk. It is common for children that are abused believe their punishment is deserved and in turn develop negative self-images. George C. Parents would sell a child, exploit his or her labor, offer the child as a sacrifice them or even kill the child at birth. Eventually in the era of industrialization children were considered to have rights. In the early 20th century, child labor laws were finally enacted, prohibiting parents from exploiting the labor of their children. Protective services had two focuses: a law enforcement approach and a rehabilitation approach. The law enforcement focus emphasized punishment for the abusive or neglectful parents. While, the rehabilitation approach, generally taken by protective services, emphasized the importance of helping the parents and keeping the family together rather than disrupting it. A federal Child Abuse Prevention and Treatment Act, passed in January 1974, provide direct assistance to states to help them develop child abuse and child neglect programs. Although professionals are mandated to report abuse most complaints are filed by neighbors, relatives, or family friends. A complaint is a report of a possible neglect or abuse situation that needs exploration. Sometime a person that makes a complaint may feel guilty and need reassurance that they are performing a very useful function that is necessary to protect children. Complaints can be made anonymous and the identity of the complainant is never revealed to the family the report is made against. All complaints are investigated by the protective service. Each agency handles this differently. Some start with a phone call, others prefer an unannounced visit, which has the advantage of allowing the social worker to view the home environment in its day-to-day appearance. The social worker lets the family know there has been a complaint filed and there is a concern of a potential danger to the child in the home. If a potential danger is found it is the social workers job to be helpful to both the parents and the children. The social worker attempts to obtain an objective and accurate description of the situation. During the evaluation the social worker almost always attempts to see the child who has allegedly been endangered. If abuse exists, the objective is to tell the parents that the focus of protective services is to prevent further neglect or abuse and to alleviate the factors that are now a danger to the child. If there is no evidence of neglect or abuse the case may be closed after the initial interview. Services can be continued fro years for those families with serious problems. In some cases, when the child is clearly in danger, or the parents refuse to make changes essential for the long-term well-being of the child, the child is removed from the home. If this happens the social worker will seek the parents’ voluntary consent. If consent is not received a petition is made to the court requesting that the child receive protection. After the petition is filed, a preliminary hearing is scheduled within a few weeks. The social worker must support the petition with documented facts. Protective services cannot withdraw from the situation if it finds that the parents are uncooperative or resistant. Because protective services is involuntary, and because provisions of the service are based in an â€Å"outside† complaint, the recipients are likely to view the services as an invasion of privacy. Although the focus of protective services theoretically is rehabilitative and nonpunitive, protective service clients generally view services as punitive and investigatory. Labor Unions During the Great Depression

The Great Depression of the 1930s changed Americans view of unions. Although AFL membership fell to fewer than 3 million amidst large-scale unemployment, widespread economic hardship created sympathy for working people. At the depths of the Depression, about one-third of the American workforce was unemployed, a staggering figure for a country that, in the decade before, had enjoyed full employment. Roosevelt and the Labor Unions With the election of President Franklin D. Roosevelt in 1932, government — and eventually the courts — began to look more favorably on the pleas of labor. In 1932, Congress passed one of the first pro-labor laws, the Norris-La Guardia Act, which made yellow-dog contracts  unenforceable. The law also limited the power of federal courts to stop strikes and other job actions. When Roosevelt took office, he sought a number of important laws that advanced labors cause. One of these, the National Labor Relations Act of 1935 (also known as the Wagner Act) gave workers the right to join unions and to bargain collectively through union representatives. The act established the National Labor Relations Board (NLRB) to punish unfair labor practices and to organize elections when employees wanted to form unions. The NLRB could force employers to provide back pay if they unjustly discharged employees for engaging in union activities. Growth in Union Membership With such support, trade union membership jumped to almost 9 million by 1940. Larger membership rolls did not come without growing pains, however. In 1935, eight unions within the AFL created the Committee for Industrial Organization (CIO) to organize workers in such mass-production industries as automobiles and steel. Its supporters wanted to organize all workers at a company — skilled and unskilled alike — at the same time. The craft unions that controlled the AFL opposed efforts to unionize unskilled and semiskilled workers, preferring that workers remain organized by craft across industries. The CIOs aggressive drives succeeded in unionizing many plants, however. In 1938, the AFL expelled the unions that had formed the CIO. The CIO quickly established its own federation using a new name, the Congress of Industrial Organizations, which became a full competitor with the AFL. After the United States entered World War II, key labor leaders promised not to interrupt the nations defense production with strikes. The government also put controls on wages, stalling wage gains. But workers won significant improvements in fringe benefits — notably in the area of health insurance  and union membership soared.
